History and Development of Prescriptive Authority for Psychologists

This workshop will provide information about the origins of Prescribing Psychologists, Federal regulations, and State legislative efforts to expand this scope of practice over the last 20+ years. Beginning with a discussion of the unmet and increasing need for comprehensive mental health care, legislative advances in healthcare, and current obstacles then moving to how RxP or Prescribing Psychology can be a part of meeting that need. This presentation will continue to address the development of RxP in the Department of Defense (DoD) and how that moved to state legislative efforts. This presentation will continue by exploring the similarities and differences among the six states/laws that have passed allowing certain Psychologists to have Prescriptive Authority. Lastly, this presentation will explore some of these issues in and around Maryland.

Peter Smith PsyD, MSCP, is a licensed Psychology in Maryland. He was previously licensed as a Medical Psychologist in Louisiana. He was recently appointed as an affiliate faculty through the University of Maryland Global Campus for the spring of 2021. Peter has also been affiliate faculty at multiple universities, including Loyola University in Maryland and Argosy University. His academic training has included earning a bachelor's degree in psychology from The George Washington University, a master's degree and doctor of psychology degree from The Chicago School, and a Master's of Science degree in Clinical Psychopharmacology (MSCP) from Fairleigh Dickinson University (FDU). He also completed the PEP (Psychopharmacology Examination for Psychologists) prior to being licensed in Louisiana.

He is a public service psychologist having spent the last eleven years working in a Juvenile Justice setting while also working in an Emergency Room providing crisis evaluations for the past 13 years. This builds upon his experience working in special education programs and public schools and working in a residential treatment center for adolescents. He has been active in supervision and training of graduate students with externs at many of his past employment settings, including his current site in juvenile justice.
